Context
The Vienne department and its partners aim to create a Pôle Numérique pour l’Éducation et la Formation (PNEF - Digital Hub for Education and Training), representing a new milestone in the development of Poitiers as a capital of education.
Effios and SCET, led the scoping phase of the project, providing actionable and inspiring recommendations to support decision-makers.
The PNEF project was designed with the following goals:
- Position the territory as a key accelerator for innovative initiatives in education and training
- Develop specialized expertise within the hub that addresses strong, unmet needs
- Make the local educational and digital innovation ecosystem more visible through a dedicated physical site
- Provide students and teachers with training in new technologies
- Etablish a true center of excellence in digital innovation for education and training, with national and even international reach

The project was based on 30 preliminary interviews with public and private decision-makers, both local and national levels.
The scoping mission was structured around three key phases:
- Analysis of existing assets and identification of development opportunities
- Design of a development strategy for the PNEF
- Operational implementation of the initial steps
